Central Translation Bureau - Introduction
Background
In view of the importance and the inevitable need of translation in the progressive use of the Official Language Hindi, it was obligatory to have an organization for translation work. With this objective in mind, translation work of non-statutory procedural literature was started by setting up Central Hindi Directorate under the Ministry of Education in the year 1960. However, the implementation of Official Language was the responsibility of Ministry of Home Affairs, hence the work of translating non-statutory procedural literature was transferred to the Ministry of Home Affairs. Therefore, on 1st March, 1971 Central Translation Bureau was set up under the Ministry of Home Affairs and it was entrusted with the responsibilities of translating work of non-statutory procedural literature of the ministries, departments, offices, undertakings, etc. of the Central Government. At present, Central Translation Bureau is working as a subordinate office of the Department of Official Language, Ministry of Home Affairs.
To ensure simplicity, lucidity and uniformity of terminology in the translation work Central Translation Bureau was entrusted with the responsibility of imparting training in translation. Thus Bureau is also imparting training in translation. In fact, Central Translation Bureau is the only organization of the Central Government, engaged in the work of translation and imparting training in translation.
Responsibilities
1. Translation of non-statutory procedural literature like Codes, Manuals, Forms and training material of the ministries/departments/offices/banks/undertakings etc. of the Government of India.
2. Imparting training in translation to officers/employees engaged in translation work.
3. Ensuring uniformity in administrative glossary and expressions
Our Activities
1. Translation work
Central Translation Bureau translates, free of cost, the non-statutory procedural literature such as codes, manuals, forms, training material etc. of the different ministries/departments/ offices of Central Government and Public Sector Undertakings, Corporations, Autonomous Bodies, Organizations and Banks etc. owned or controlled by the Central Government. From the year 1971 to June 30, 2014 Central Translation Bureau has translated 23,90,701 standard pages.
2. Anuvad Kshamta Vistaar Yojana
For early disposal of backlog of translation work, “Expansion of Translating Capacity Scheme” (Anuvad Kshamata Vistaar Yojana) was started in Bureau in the year 1989. Those desirous of doing the translation work can contact the Headquarters at New Delhi. For the sake of convenience, this work is so far given only to people residing in Delhi NCR or in the nearby areas.
3. Training in Translation
3.1. Three Months’ Translation Training Course :
Central Translation Bureau has been conducting an in – service Three Months Translation Training course since the year 1973 for Hindi Officers/ Translators and the officials engaged in work related to Hindi in various Ministries, Departments, Public sector undertakings and nationalized Banks. These training courses are free of cost. In addition to Hindi Translators, the officials engaged in translation work or associated with implementation of the official language policy, having done graduation with Hindi and English as a subject are also eligible to participate in the course.
According to the guidelines given in the office memorandum no 11/13017/12/75 O.L. ( C) dated 5th May 1975 of the Department of Official Language this training is mandatory. In order to cater to the increasing needs of the offices of the Central Government spread all over the country, translation training centres were set up at Mumbai, Bangalore and Kolkata in January, 1985; October, 1985 and October, 1987 respectively. Under this course, four programmes of three months’ duration each, are organized at all the centres every year from (1) 1st January to 31st March (2) 1st April to 30th June (3) 1st July to 30thSeptember and (4) 1st October to 31st December respectively. Central Translation Bureau has conducted 503 such programmes up to June 30, 2014 wherein 10,587 officials have been trained. Hostel Facility is also available for the convenience of the trainees at Delhi.

3.2 21 days’ Translation Training Course
21 days special translation training course has been designed for those officials of Public Sector Undertakings and Banks who are engaged in translation. Training courses are conducted in the concerned office free of cost and according to the availability of trainees and convenience of the officers on demand. Experience has shown that this type of Translation Training courses have proved very helpful to provide accurate information regarding translation and implementation of official language to the officers/employees of the concerned officers. The officers/ employees engaged in translation work or associated with the implementation of the official language policy and having graduate level knowledge of Hindi and English can participate in this special Translation Training course.
The officers of Assistant Director rank are sent by Central Translation Bureau to impart training for these programmes under this scheme. Central Translation Bureau has conducted 41 such programmes up to June 30, 2014, wherein 956 officials have been trained.

3.3 5 days’ Short-Term Translation Training Course
On demand from various offices across the country, Central Translation Bureau also conducts 5 days’ Short-Term Translation Training Course. Seeing the usefulness and popularity of these programmes, the demand for these has been continuously increasing. The officers/employees engaged in translation work or associated with implementation of the Official Language Policy and having graduate level knowledge of Hindi and English language can participate in this special Translation Training course. These programmes are conducted in the offices concerned. The officers of Assistant Director level are sent by Central Translation Bureau to impart training for these programmes. 12,982 officials have been trained in 487 such programmes conducted up to June 30, 2014.

3.4 Advanced/Refresher Translation Training Course (5 working days)
Presently this course is conducted only in Headquarter, Delhi. Different offices can nominate their officers/employees for this training. Till June 30, 2014 2205 officials have been trained in 123 such programmes.Advance Training course are conducted for Rajbhasha officers/ Hindi Officers and officers of the higher rank. Whereas Refresher Training Course are conducted for those translators / employees associated with implementation who have already undergone three month training course. 3.5 Training Programmes under the National Training Policy
Till June 30, 2014, 57 training programmes under the National Training Policy were conducted, in which 685 trainees were trained.
4. Achievements
4.1 Translation
- Translation of reports of reputed commissions and committees constituted by Central Government like 5th Pay Commission, Jain Inquiry Commission, Sarkaria Commission, National Commission for Minorities and Commission for Scheduled Castes and Scheduled Tribes.
- Translation of Hon’ble President’s Speech and translation of speeches given by Prime Minister in India or in foreign countries and important matters related to Inter-State Council.
- Since its inception till June 30, 2014 - 17,13,504 standard pages have been translated by Central Translation Bureau.
- Under Anuvad Kshamta Vistaar Yojana 6,67,197 standard pages have been translated.
4.2 Training
- Organized National Seminar on Translation.
- Advance Training course for scientists in Chandigarh.
